What can this be? I have red spots on the arms , upper back , chest and breasts , shoulders and stomach. They seem to have very many bites but me and very itchy . I've had hives before and does not seem the same.

There are many possibilities , including a drug rash , viral rash , scabies , eczema , stings, psoriasis, and many others. Hard to tell without seeing them . I recommend you go to your dermatologist.
